One day we will get to hear the full extent of the horrors in Syria - and in Europe - and hang our heads in shame
Retweeted by Owen Barder@andeggs Yes indeed. There are efforts here and there, but we seem to be stuck in a sub-optimal equilibrium. The Open Access peer review pledge (H/T @ceptional)@petermurrayrust Thanks Peter. I hadn't heard about @costofknowledge. Is Elsevier the only or the main problem?
Starting when? Not a bad idea!@AHAkramLodhi Chicken and egg is exactly right. It seems to me that we are stuck in a sub-optimal equilibrium requiring collective action.@AHAkramLodhi That's true. But that could change, especially if referees opted to give preference to open access journals in future.@AHAkramLodhi Indeed. I only know a few people who'll only do free labour for open access journals. I'm surprised it isn't more.@JudithFreedman I suspect that they are rational, but stuck in a sub-optimal equilibrium from which it is hard to escape.@AHAkramLodhi Interesting. Does that surprise you?@JudithFreedman It is a deeply weird business model, yet surprisingly successful.@PaulFNiehaus Right. At least until the movement is large enough to change the model for journal publishing :-)@JudithFreedman I guess either. I'm just interested to know if there is a nascent push back on this.Germany & Sweden stand alone as generous safe havens in a Europe failing to rise to our greatest challenge: The displacement of 12m Syrians.
Retweeted by Owen BarderIs there a movement of people who only agree to referee articles for open access journals? The pictures of children who drowned on the Mediterranean a couple of days ago are heartbreaking. Shame on you Europe. Shame on you.

Retweeted by Owen Barder@altmandaniel shameful. Channel 5 is supposed to be a public service broadcaster. You think it isn't a vote-grabbing way of expressing the idea? @IevaZagante the evidence and experience suggest otherwise.@IevaZagante where cash has been tried, this hasn't happened. Commodities are often sold for cash.

Retweeted by Owen Barder@honatwork Right. Our point is that the decision is usually determined by institutional mandates rather than what is appropriate.@paulcurrion Yes, agreed.@cj980088 @TimHarford The evidence from experience of cash transfers so far is compelling. @TimHarford It would be inflationary if there is insufficient supply response. In most cases the supply side responds well.On #WorldHumanitarianDay @owenbarder makes the case for greater use of #cashtransfers in emergencies (report follows)
Retweeted by Owen Barder@honatwork yes, but electronic payments are more traceable and can be made more secure than a truck full of food.@paulcurrion "in some cases" is right. But there are lots of cases where cash would work where we aren't using it.@honatwork there is a risk of misuse of commodities too.
@lynngre there is crime and corruption when aid is given in kind. Cash doesn’t make that worse, and electronic payments may alleviate it.Hard to think of many other interventions that would save as much time, and improve as many lives, as this one
